黄河流域生态保护和高质量发展战略的实施涉及众多学科,到底需要哪些理论基础以及解决哪些重大科技问题,是当前迫切需要回答的问题。通过对这一重大国家战略的分析,结合黄河流域实际问题和发展需求,阐述这一战略的提出背景及目标定位,总结战略实施的指导思想和主要抓手;从战略实施的需求出发,提出该战略实施的研究框架,包括5方面理论基础、7方面重大科技问题;最后,从5个方面分析未来该战略实施需要开展的研究工作,并描绘其未来15 a发展路线图。

The implementation of the strategy of ecological protection and high-quality development in the Yellow River basin involves multi-disciplinary. The urgent needs for the implementation of the strategy in the Yellow River basin at present are the development of the theoretical basis and the solution of the major scientific and technical issues. Firstly, combined with the problems and the actual development demands of the Yellow River basin, the background and target orientation of this strategy were elaborated, and the guiding ideology and main focus of the strategy implementation were summarized through the analysis of this major national strategy; secondly, based on the demand of strategic implementation, the research framework of the implementation of the strategy was put forward, including 5 aspects of theoretical basis and 7 aspects of major scientific and technical issues; finally, research work needed for the implementation of the strategy in the future was analyzed from 5 aspects, and a development route chart was drawn for this basin in the next 15 years.
