习近平总书记在郑州发表"9·18"重要讲话,将黄河流域生态保护和高质量发展上升为重大国家战略,意义重大。从贯穿了以人民为中心的价值导向、体现了实事求是的思想路线、闪耀着历史唯物主义和辩证唯物主义的思想光芒等三方面,论述了总书记重要讲话的深刻内涵;从防洪保安全、优质水资源、健康水生态、宜居水环境、先进水文化等五方面,以完善防洪工程体系、"宽河固堤、稳定主槽、因滩施策、综合治理"的下游治理思路、"一线七库、节点控制、南北相济、东西均衡"的水资源配置格局、"三区一廊道"的流域水生态保护总体布局等为重点,阐述了对落实国家战略、建设造福人民的幸福河的实现路径的思考。

General secretary Xi Jinping delivered an important speech on September 18 of 2019 in Zhengzhou. It is great significant to increase the ecological protection and high-quality development of the Yellow River Basin as a major national strategy. This paper discussed the profound connotation of Xi's important speech from the following three aspects: the value orientation of taking the people as the center, the ideological line of seeking truth from facts, and the ideological light of historical materialism and dialectical materialism. This paper expounded the realization path of implementing national strategy and building a happy river for the benefit of the people from five aspects of "flood control and safety protection, high quality water resources, healthy water ecology, livable water environment and advanced water culture", focusing on the improvement of flood control engineering system, the downstream treatment ideas of "keeping river wide and reinforcing the levee, stabilizing main channel, beach based policy implementation and comprehensive treatment", the water resources allocation pattern of "one line and seven reservoirs, node control, north-south economy, east-west balance", and the overall layout of water ecological protection of the basin of "three zones and one corridor".
